  • Roads (line dataset from WFS): We utilise roads data, including local, major, and motorway roads, to define the boundaries of potential sites.
  • OS Open Rivers and Open Street Map Railways: Rivers and railways serve as natural barriers for urban sprawl, making them vital in identifying contained development sites.
  • Built-up Areas (from WFS): We focus on areas adjacent to existing development to identify land parcels that could be repurposed for urban growth.
  • Hedgerows and Tree Lines (future consideration): We are exploring additional boundaries such as hedgerows and tree lines, which could provide further opportunities for infill development.

Our Methodology: Step-by-Step Approach to Identifying Development Sites

The process we use to identify Grey Belt sites is methodical and systematic. Here’s how we do it:

  • Creating the Boundary Grid:
    We begin by combining the roads, rivers, and railways datasets to form a boundary grid. This grid identifies areas contained by these features, which act as natural breaks to urban sprawl. We then convert these line datasets into polygons using the Feature to Polygon tool, ensuring that only areas adjacent to built-up regions are considered for potential development.
  • Refining the Polygons:Next, we refine the polygons by eliminating irregular or unusable shapes. We perform geometry analysis to identify and remove very small or skinny polygons that aren’t suitable for development. This process involves calculating a compactness ratio (Polsby-Poppere) to ensure the identified sites are compact and suitable for development.

  • Assessing Containment:
    To ensure the development site is well-contained, we run a polygon to point tool that calculates the distance from the center of each polygon to the nearest built-up area. Sites that are farther from urban areas are excluded, as they are less likely to be appropriate for infill development.

  • Site Finalisation:
    Finally, we apply a set of filters based on area, compactness, and distance from the built-up area. We exclude polygons smaller than 5,000m², those with a compactness ratio lower than 0.3, and sites that are over 300 meters from the nearest built-up area. The resulting dataset identifies 133 refined infill sites, which meet the criteria for sustainable urban regeneration.

Integration with Grey Belt Sites

One of the key findings from our analysis is that a significant number of the infill sites we identified were already classified as Grey Belt land.

108 out of 133 infill sites were flagged as Grey Belt, with 17 unconstrained sites offering the greatest potential for development. This integration of Grey Belt sites and infill land creates a more targeted approach for developers seeking to unlock valuable land for housing.

By flagging infill sites within the Grey Belt, we provide an additional layer of clarity for developers looking for well-contained, sustainable sites. This can be a useful attribute for future developments and can help councils identify high-potential areas for infill regeneration.
